If you are having problems with the auto update or reinstalling Parsec you most likely are experiencing a common issue with Microsoft's ClickOnce deployment technology.

Here is a Microsoft Knowledge Base article that explains the issues and has some workarounds:

Use the suggestions in that article to try to clear out the old Parsec application files and install a fresh copy.

Note: the second one talks about using mage.exe -cc to clear the cache using a Microsoft utility. People have had a lot of success using this method when their profiles get corrupted.
